Is it like a bubble skirt without the hem tucked under? Either way, there's no way it could "pouf" on its own without a crinoline. I heard women used to soak them in sugar water in the 50s so they'd stand out even farther.
I guess I would need to make some sort of petticoat or crinoline thing to make it poufy... but yes, it sort of looks like a precursor to the bubble skirt.
my friend michelle and i were watching animal house and there is a part where a girl takes the under-the-skirt fluffer (tulle?) off before making out with some guy.. i thought it was hilarious and we were talking about that thing and apparently michelle has TWO of them! i am definitely going to borrow one some time.
